1. The particulars of organisation, its functions and duties

ICAR-CIFE was established on 6th June 1961, under the Ministry of Agriculture and Farmer’s Welfare, Government of India with assistance from FAO/UNDP. It came under the administrative control of Indian Council of Agricultural Research (ICAR) on 16th April 1979 and subsequently, the scope and mandate have been widened to include education, research and extension in fisheries and aquaculture sector. Recognizing the pivotal role played by CIFE in human resources development in fisheries, the institute was conferred the status of Deemed-to-be-University on 29th March 1989. Encouraged by the new status, the University grew by leaps and bounds. Presently, ICAR-CIFE is a knowledge powerhouse and a brand name in fisheries higher education globally. As a leading university, ICAR-CIFE seeks to innovate and adopt best practices in educational and research programmes that prepare students to be leaders in their respective domains. CIFE has created an ecosystem of teaching and research excellence making it a preferred destination of students. The breadth of disciplines and collaboration among constituent institutions give unparalleled opportunity to students to cross departmental boundaries and explore different horizons. CIFE has secured 9th rank among Agricultural Universities and ICAR Institutes as per National Institutional Ranking Framework (Ministry of Education) – 2024 and ISO IEC 17025:2017 Accredited & ISO 9001:2015 Certified. The primary goal of the Institute is to provide R & D support towards generation and dissemination of knowledge for development of fisheries and aquaculture sector and upliftment of fisheries profession leading to socio-economic and environmental benefits. The organizational structure of ICAR-CIFE follows the Deemed University pattern of the ICAR. The policy making functions pertaining to Research, Education and Extension activities are managed through following main bodies

2. The powers and duties of its officers and employees

At ICAR-CIFE, the highest policy/decision making body is the Board of Management (BOM). The Director & Vice-Chancellor is the Chairperson of BOM. The Research Advisory Committee (RAC) is responsible for all round progress in research at the institute and its application. The Academic Council (AC) is responsible for all issues relating to the education and training. The Academic Council, in turn, is supported by (i) standing committees, (ii) the post graduate faculty, and (iii) the board of studies in the respective disciplines. The Extension Council is responsible for guiding extension programmes. Institute Research Council (IRC) is responsible for prioritization, monitoring and evaluation of research conducted in the institute. The research, education and extension activities of the institute are managed by the Director and the Joint Director through scientific, technical, administrative and multi-tasking staff. The Director is the overall administrative head of the institute and its regional centres. The Joint Director, Joint Director (Administration) and Joint Director (OL) in addition to extending support to the Director in the area of research, academics, extension, administration and Rajbhasha Hindi, respectively. Each of the Division and regional station is administered through the Head/Officer In-Charge with the support of scientific and technical staff. The research and teaching work is conducted in 11 subject-matter disciplines.

3. The procedures followed in the decision making process including channels of supervision and accountability

The decision making process is governed by ICAR rules and based on the recommendations of Board of Management, Academic Council, Research Advisory Committee and Extension Council. The Director & Vice-Chancellor is the head of CIFE who is assisted in the execution and implementation of various activities and programs by Joint Director, six Heads of Divisions, Head/OIC of regional centres, Joint Director (Admin), Comptroller/Chief Finance & Accounts Officer and Joint Director (OL). IRC may recommend the research programs in potential areas of fisheries & aquaculture. The Research Advisory Committee (RAC) consisting of external members provides broad guidelines in developing and implementing specific research programs and projects. The Academic Council consisting of both external and internal members regulates academic programs including framing specific guidelines, approving new programs, course curriculum, monitoring and review, student welfare, etc. Notwithstanding the fact that the Director has the authority to exercise all functional and disciplinary and other powers. He may delegate certain administrative and financial powers to subordinate functionaries and/or individuals.

4. The norms set by it for the discharge of its functions

ICAR-CIFE works as per ICAR norms. However, rules of Government of India are applicable Mutatis Mutandis to ICAR employees.

ICAR-CIFE is under the administrative control of Indian Council of Agricultural Research (ICAR), New Delhi, an autonomous body registered under the Societies Registration Act. ICAR follows Government of India rules mutatis mutandis, besides Agricultural Research Service Rules and Technical Service Rules specially designed for Scientists and Technical Personnel in the ICAR.

    Members from the public are member of Board of Management, whose views are taken into account in decision making process.

    Library services are being rendered exclusively for the faculty members, staff members and students of the institute. However, users of sister ICAR institutes, State Agricultural universities and other universities/organisations may use library services after taking proper permission for their study/research work. The library remains open on all working days from 09.00 AM to 05:30 PM. Library remains closed on the three national holidays i.e Republic Day, Independence day and Gandhi Jayanti.

    Public Interest Disclosure and Protection of Informers (PIDPI)

    The Govt. of India under the Public Interest Disclosure and Protection of Informers (PIDPI) resolution authorized Central Vigilance Commission (CVC) as ‘Designated Agency’ to receive written complaints from general public on any allegation of corruption and misuse of office by any employee of the Central Government or any other Corporation, Company, Society etc. owned or controlled by Central Government.
