Single Window facility for accepting applications and the fees under RTI

CIFE has introduced a single window facility for accepting applications along with fees from general public under the Right to Information Act, 2005. All the applications pertaining to CIF under RTI Act will be received at the Institute Reception Counter. The official at the reception counter will arrange for issue of acknowledgement of the letter & the fee in consultation with the Public Information Officer.

RTI Proactive Disclosure under Section 4(1)(b) of the RTI Act

1. The particulars of its organisation, functions and duties:

The Central Institute of Fisheries Education, Mumbai was established in the year 1961, under the Ministry of Agriculture, Govt. of India. The Administrative control of this Institute was transferred to ICAR in 1979. Subsequently, the scope and mandate have been widened to include research and extension besides education. Recognizing the pivotal role played by the Institute in Human Resources Development in fisheries, the Institute was accorded the status of Deemed-to-be- University in March, 1989 by UGC under Section 3 of UGC Act 1956.

Mandate
  1. To conduct post graduate academic programs in core and emerging disciplines of fisheries science.
  2. To conduct basic and strategic research in frontier areas of fisheries.
  3. To conduct demand-driven training and educational programs for different stake holders in fisheries sector.
  4. To provide technical support, policy development support and consultancy services.

CIFE centres would work within this overall Mandate. The specific objectives for each of the Centres are envisaged as below:

Kolkata Centre
  • To conduct research in fishery science with an emphasis on Eastern and North-eastern states.
  • To conduct education programmes leading to one year Post Graduate Diploma in Inland Fisheries for Officials of various state Governments of India.
  • To offer short term need based training programmes in different aspects of fisheries, concerning Eastern and North-eastern states.
  • To offer consultancy and advisory services in different area of fisheries.
Kakinada Centre
  • To conduct need-based training programmes for fisheries developmental and extension personnel and entrepreneurs.
  • To provide hands-on training to students and entrepreneurs.
  • To organise field demonstrations, transfer of technology programmes and advisory services on proven aquaculture technologies.
  • To conduct need based applied research in low cost aquaculture.
Rohtak Centre
  • To conduct research to develop aquaculture suitable for salt-affected areas.
  • To provide demand driven training, extension and consultancy support to State fisheries departments, NGO's, fish farmers and entrepreneurs in field tested technologies.
Powarkheda Centre
  • To conduct demand driven training and research programmes on freshwater aquaculture for Central region.
  • To provide hands-on training to students and entrepreneurs.

2. The powers and duties of its officers and employees.

CIFE is a unit of Indian Council of Agricultural Research (ICAR). Director of the Institute shall exercise the powers for functioning as delegated by the Governing Body or any authority of ICAR. Powers are delegated to the Director vide letter No.F.11(4)/75-Cdn.(A&A) dt. 01.04.1977 and modified vide order No. 6-2/90-Cdn(A&A) dt. 04.02.1993, 28.05.1993 and 29.03.1994 and OO No.6-3/92-Cdn (A& A) dt. 28.07.1992.

Duties of Joint Director

  • To plan/organize training programmes in the area of Agricultural Research Management.
  • To coordinate the work of different units of the Academy.
  • To plan/coordinate research programmes and undertake case studies in the area of Research Management.
  • To provide consultancies to Universities/Research institutes.
  • To carry out duties as may be assigned from time to time by the Director of the Academy or any authority delegated power in this regard.

Duties of Heads Of Divisions

    • To guide, lead, and contribute in training/research/consultancy in the areas of i) Agricultural Research Systems, Project Management and AgriculturalPolicies; ii) Information andCommunication Management, Computer Application and Networking, and Agricultural Statistics; iii) Human Resource Development, Educational Technology, and Educational Psychology
    • To facilitate in bringing about inter-institutional linkages and collaboration
    • To carry out duties as may be assigned from time to time by the Director of the Academy or any authority delegated power in this regard.
3. The procedure followed in the decision making process, including channels of supervision and accountablity

The Director cum Vice Chancellor is the head of CIFE who is assisted in the execution and implementation of various activities and programs by Joint Director, six Heads of Divisions, Senior Registrar and Chief Finance & Accounts Officer. Institute Research Committee (IRC) consisting of all scientific staff of the Institute guides and supports the Director by giving suggestions in the programs and approval of investment in new areas of research and education. The Research Advisory Committee (RAC) consisting of external members provides broad guidelines in developing and implementing specific research programs and projects. The Academic Council consisting of both external and internal members regulates academic programs including framing specific guidelines, approving new programs, course curriculum, monitoring and review, student welfare, etc. Notwithstanding the fact that the Director has the authority to exercise all functional and disciplinary and other powers, he has delegated certain administrative and financial powers to subordinate functionaries and/or individuals.

The final authority in the decision making process rests with the Director and in certain matters, the final authority rests with Director General, ICAR. The Institute is also guided in the activities by the Controlling Authority, i.e. ICAR. Based on its directives certain decisions are taken by the Head, i.e. the Director.

4. The norms set by it for the discharge of its functions.

The norms are set by the ICAR Headquarters, New Delhi. The various functions carried out by the Institute are detailed in the mission, mandate, and objectives the Institute as outlined in the Section 1 above on the particulars of the Organization.

5. The rules, regulations,instruction manuals and records held by it or under its control or used by its employees for discharching its functions.

CIFE is a constituent Unit of Indian Council of Agricultural Research (ICAR), New Delhi which is a autonomous scientific society registered under the Societies Registration Act. ICAR follows Government of India rules mutates mutandis, besides Agricultural Research Scientists and Technical Service Rules specially designed for Scientists and Technical Personnel in ICAR. The Institute is governed by the rules and regulations and instructions as followed by ICAR, and is indicated in the manuals and records of ICAR, New Delhi.

The Institute is guided and supported by Board of Management (BOM) which has two members in its composition who are drawn from the public, who takes part in the deliberations and decisions of the Board. The BOM guides and supports the Institute by periodic review of programs and approval of investments in research and education.
